employee. democrats are not going to accept hostage taking over funding of the federal government. >> reporter: what do you say to this. obviously republicans are set on stalling 'obamacare,' you wouldn't say this is a scare tactic. >> this is an issue about fairness. look at the tax exempt subsidies, members of congress, members of staff and president cabinet can't get that. we want to make sure members of congress and staff treated like everybody else. it is a matter of fairness. president exempted employers from the mandate. we are asking individuals be exempted for a period of a year. this is an issue of fairness in what we are asking for in this. >> reporter: both of you know what this shut down could mean.

i spoke with jim moran from virginia. you both must be hearing from constituents very worried. >> certainly in my district, all i heard was don't shut down the federal government and what are those people thinking? i respect my friend but respectfully disagree. if this is a matter of fairness, bring it up as a separate piece of legislation, to tack it on at the 11th hour and put a gun to people's head saying accept it or else is no way to run the government. >> jerry is right, shut down is not in anybody's best interest. all we have before us is what we have from house leadership. i am going to vote to continue to fund the government. when i have an opportunity with an issue of fairness, i am

paul wagner is live with this. >> reporter: neither the taxi cab commission conducts -- they admitted three convictions for robbery and arrested multiple times. >> d.c. hack inspectors work the streets and power to impound taxis. the chairman of the taxi commission was surprised that one had a lengthy criminal record and didn't know the background of any of the employee which angered taxi drivers. >> i find it appalling we didn't do checks and b the commission didn't know if we did checks and

>> welcome back, edge on maryland, a last minute effort to stop a ban on certain guns is meeting some resistants. two lawsuifiled challenging aspects of the ban. the law would add 45 guns to the list and handgun magazines to 10 rounds. court hearing on the first case set for tomorrow. now for the edge on virginia, where those fighting for gay marriage are focussing their efforts there.

officers to southern maryland. fox 5 holly morris shows us what it takes to be the top dog in law enforcement. >> reporter: you are watching one of the top k9 teams in all of north america. that is who is in charles county competing for title of "top dog" so to speak as the united states k9 association is hosting its national field trials. with me is captain mike whacky. >> how are you? >> reporter: this is a big deal? >> absolutely. you have the top dogs. it is a good thing for charles county and sheriff's office. >> reporter: they had to qualify? >> there is 26 regions in united states and canada. they have to get a substantial score to be invited here. >> reporter: what are some of the things they have to do? >> we are doing agility phase. you saw the dog complete the

hurdles. this simulates exercise the handlers will do on the street hopping walls, climbing ladders. in the beginning of our training, it builds a little bond between the handler and the dog, a trust issue. >> reporter: you have agility course and obedience part and evidence collection. >> you start off with obedience, hand and voice signals, that is the foundation for police k9 training. obstacles, evidence search where the dogs are to find two discarded items and a 30x30 square and a suspect search. they hide in one of six boxes and have to locate and handler has to distinguish. then we do a criminal appear

it makes it easy with the comfortable temperatures. only thing wrong with the forecast, it is dry. last time we had significant rain is september 21st. i don't have rain for the next several days. it is one thing we are rooting for in the forecast. in the meantime, we'll take what we get, temperatures in the mid 70s and glorious monday and wonderful farwell to september. 74° right now, lovely evening. our temperatures in the suburbs down to 70. october which begins tomorrow is going to warm up. we have several days at or above 80 in the forecast. you can see this big stripe of hot air working its way up to the middle part of the country. the great big storm system tilts the odds in our favor, a little bit of a sea saw in the

atmosphere. tomorrow 81°, more clouds than sun until later in the afternoon. some of the clouds are rolling in tonight and they will help keep us from getting too chilly. wednesday's temperature, 84. maybe warmer for some of you, thursday more of the same, temperatures into the mid 80s. find the shorts for the kids, there are going to be warm by recess. at the surface tomorrow clouds will be around, we'll be warm and high and dry thanks to high pressure that rules the east coast most of the week. as the week goes on and wednesday into thursday, frontal boundary closer. we think it is not going to produce much rain and reenforce the good stuff we have right now. mostly clear skies earlier today, a bank of clouds moves in from the west and with us in the overnight hours and around for a portion of the day tomorrow. the rest of the country, pretty
